    The fourth Uljingun council consists of 10 members elected for their respective constituencies on June 13, 2002 and the office term of the fourth council is expired on June 30, 2006. Council members, as the representatives of county residents, have the authorities to enact, amend and repeal regulations, to deliberate on, settle and approve budget and to audit, investigate, hear and inquire about administrative affairs.
    Elected council members elect chairman and vice-chairman of the council by secret ballot and the chairman and vice chairman hold their office for two years. Chairman, as the representative of the council members, proceeds with council meetings, keeps the order in conference, and supervises administrative affairs of the council. Vice-chairman carries out the official duties of the chairman as proxy when the chairman's position is vacant.
    The council may organize a special committee to proceed with agenda effectively and promptly. A special committee may be organized temporarily on the decision of a regular council session to deliberate on and settle a special agenda. A special committee consists of one chairman and its members. The chairman is elected by mutual vote and the election of chairman shall be reported to the regular council session.A special committee and the members of the committee continue to be in effect until the council decides to disperse the committee.
    The department of council affair carries out works necessary for the council to effectively perform its duties such as deliberating on and deciding regulation, deliberation on and confirming budget and other duties specified by law. The department of council affair shall support the council's legislating duties under the supervision of head of the department.
